Pintados-Kasadyaan and Sangyaw Festivals Conflict

The stand-off on the morning of June 27, 2011 between the competing festivals in Tacloban sent shivers and alarm on peace-loving Taclobanons.

PERMIT versus TRO

The City Government of Tacloban asserts that the Pintados-Kasadyaan Festival of Festivals disregards the special permit issued to them by insisting to pass by the Justice Romualdez Street, a route not included in the permit. The Pintados-Kasadyaan Festivals were only issued a permit to pass the minor street of Burgos.

The reason, according to the City Mayor Alfred Romualdez, in an interview in local radio station, he is protecting the economy of the city which will likely to suffer "zero sales" with the shutting down of the major streets to give way to the parade. He further added that he refuses to make the City of Tacloban an amusement center.

However, Taclobanons witnessed the Bombo Torotot Parade passed the Justice Romualdez Street later in the day.

The Pintados-Kasadyaan management insists that their actions were within the TRO issued in the previous days. Secondly, they question the refusal of the City Government to allow them to pass by the Justice Romualdez Street when it allows others take the route.

ONE DAY, THREE FESTIVALS

Prior to the revival of the Sangyaw Festival, the Pintados-Kasadyaan Festivals saw June 29 as its official date. Upon the assumption of City Mayor Alfred Romualdez, Sangyaw Festival took the June 29 schedule and relegated Pintados-Kasadyaan to June 27. Since then issues hounded the staging of these festivals. The changing of the routes, to refusing issuance of permit to stage the Pintados-Kasadyaan, to declaring the Sangyaw Festival as the official and sole festival of Tacloban, to court battles and finally, the barricading of a national highway with so many policemen, had sent this conflict beyond repair.

In the same interview, the said chief executive stated he and his wife had continuously offered for the other camp to join them. An offer which the other camp continuously refuse. That he had been initiating to unite the Festivals for the sake of Tacloban.

However, the Pintados-Kasadyaan Festival doubts the sincerity of the offer asking why then are they refused permit to stage their festival if indeed the city mayor intends to hold all three festivals on June 29?

Some things are simply complicated.
